About the Recycle Organics Program
The Recycle Organics (RO) program focuses on reducing methane emissions from the waste sector by providing technical and financial support to accelerate project implementation, advance enabling policy frameworks, and increase capacities and knowledge exchange among Small Island Developing States (SIDS). Initially funded by Environment & Climate Change Canada (ECCC), for Chile and then funded by the Global Methane Hub (GMH) for Latin America, the program has now expanded to the Caribbean and Pacific with support of ECCC. CCAP and ImplementaSur, a climate change consultancy based in Chile, are responsible for the implementation of the program.
The overarching goal of this three-year program is to accelerate the implementation of methane mitigation projects in the waste sector and create enabling conditions for a sustained expansion of organic waste management technologies that bring significant environmental, economic, and social benefits. Participating countries will receive multiple benefits at both the national and local levels, from support for innovative waste policy development and overcoming existing barriers to waste sector development, to direct support to identify and build a pipeline of projects that improves waste management and minimizes its environmental impacts.
The program is set to be country-driven, with the active participation of focal points in the representation of the local authorities. Therefore, having continuous support for the work on the ground is important to achieve better results. The RO Program also foresees the development of a community of practice where local stakeholders can be part of knowledge-sharing instances and collaborate with each other to keep motivation and reach our common goals for methane mitigation.
Project Description
The Recycle Organics Program is seeking an in-country individual consultant that will provide consulting services to support RO’s international methane mitigation and climate change work in the Caribbean region, specifically in Belize. The person will support the RO team with the on-the-ground implementation of the program’s activities in Belize. The consultant will report to the RO Team. The consultancy is expected to start with a three month period, that would be extended according to performance, with an average weekly time commitment needed.
The RO Program will support the development of planning tools for the national and local governments. The former involves the development of an Implementation Plan for Organic Waste within the Solid Waste Management Strategy of Belize. The latter entails the preparation of local organic waste management plans for towns and cities of the country. These planning tools are currently being developed by the RO team. The primary support required from the consultant includes:
1. Stakeholder Engagement and Outreach

Identify and initiate outreach with key stakeholders and decision-makers in Belize, with a focus on members of town and city councils in charge of waste management topics.

Act as the day-to-day contact for all information requests and ongoing conversations with local focal points and relevant local and national level government agencies.

Set up virtual and in-person meetings and interviews for data collection and to guarantee the participation of the cities in the meetings and workshops

Represent the Recycle Organics program to policymakers and stakeholders in the targeted country.

Build capacity of policymakers, local leaders, and other key stakeholders about methane mitigation and organic waste management.

Support in sending invitations for the Network and Educational Program as well as organizing events (virtual or in-person).

Coordinate with and update the Recycle Organics team regularly on activities and progress.
2. Information and Data Collection

A baseline assessment for Belize has been developed, but further research will be needed over time regarding Solid Waste Management and Regulation, as well as, updating the situation of the solid waste management facilities.

Support data collection efforts related to organic waste management at the local and national level (such as obtaining local regulation and planning documents, local costs of solid waste management service provision, waste generation data, available equipment/infrastructure currently in use for service provision, amongst others).

Contact and visit local government officials and focal points to follow up on data/information requests and other activities related to the development of organic waste management plans and other policy tools. The program will finance any expenditures related to the field visits.

Provide inputs on the development of local organic waste management plans.

Develop short reports (one or two pages) about in-person meeting, visits, and other activities held to update the RO team about the work being done in the country.

Collect visual material (pictures and videos) at the on-site visits and meetings to support the communications team's work.
Qualifications

Ideally background in solid waste management and/or climate change in Belize.

A degree in a relevant discipline or the equivalent experience in environmental areas, climate, or waste management (organic waste management is a plus). A graduate degree is a plus.

Capable and comfortable engaging with stakeholders from the public and private sectors and maintaining dialogue on environmental issues.

Able to work independently and be proactive in an autonomous environment.

Excellent research and writing skills. Strong oral and written communication skills.

Fluency in English. Proficiency in Spanish is a plus.

Business development capabilities/oriented.

Strong organizational skills, attention to detail, and respect for timeliness and deadlines.

Experience with Microsoft Office, including Teams, Excel, Word, Outlook, and PowerPoint.
