Climate Policy Initiative Dialogue
CCAP held its latest Climate Policy Initiative (CPI) dialogue on November 5th. The meeting focused on ways to credit clean energy sources, including energy efficiency and combined heat and power, under an existing source standard for power plant greenhouse gas emissions. We explored this by looking separately at several scenarios, including a rate-based approach; a mass-based approach; and an approach based on state policy plans as a path to meeting a standard. We discussed advantages and disadvantages of the different approaches, including legal and practical considerations. In addition, we heard about some of the EPA precedents for crediting energy efficiency and the tools that are available.
